What would have happened if the Bulger murderers had applied for a job working with children?

There would be a flag up on the police Computer, this would then go to the Chief Constable who would be aware of the cirstances. There are special cirstances in cases like this and the employers would be told that the person cannot work with children or vunerable adults with no reason given.
