Is he playing games?

ok i met this guy at work where i just started not long ago. he knows i have a bf but he knows that things ar enot going well with my and im taking a break with him. i basically told him i would rather be with him. he always says all these really nice things to me like that im beautiful and that he ouwld do anything for me blah blha. also we have only kow each other like a month and he went on vacation for a week in ca and caled and texted me every day. now he has started acting weird ever since he came bak, oh yeah we had a few times too before he went on vacation. anways he says he want to hang out and then last minute he will bail and he will say he will go to lunch with me and bail last min. i dont get why he would do this. also, he used to talk to me all day at work or call me now he doesnt talk to me as much. im confused what does this mean?
